高鐵「寧靜車廂」措施引發育兒不友善質疑，立法院交通委員會今(16日)邀交通部及高鐵董事長史哲專案報告，史哲報告指出，該措施9月22日實施至10月13日已勸導1.7萬件，73%是講電話和用3C未戴耳機，其他為成人大聲喧嘩，史哲表示嬰幼童本來就不列勸導範圍，未來將持續營造親子友善環境，並全面調整六大宣導方式。
史哲表示，車廂寧靜文化措施自9月22日起至10月13日止，勸導總件數共計1萬7146件，執行班次共3736車次，平均每車次勸導4至5位旅客，其中勸導以車廂講電話最多，佔49%，使用3C未配戴耳機則有24%，車廂內成人大聲喧嘩為27%。

另根據高鐵調查，近9成旅客表示支持推動「車廂寧靜文化」，顯見提升車廂寧靜度已成為社會高度共識。
至於該措施引發育兒、親子等問題，高鐵公司也再度重申，勸導對象「僅限於成人不當使用3C或喧嘩行為」，孩童、嬰幼兒、及因疾病影響自主能力之旅客不列入勸導範圍；服務人員將持續提供貼紙並開發互動相關周邊，陪伴家長一起轉移孩童注意力。
針對目前歧視、偏見等疑慮，史哲表示，除了持續開發親子互動相關周邊外，已經取消「網袋寧靜車廂小卡」，改以T-Life雜誌柔性宣導；並暫時取下車販推車上原「寧靜車廂搖搖牌」，牌面更新設計中，車上跑馬燈顯示也改以「請將手機及電子產品調整為靜音模式，使用3C產品時請配戴耳機，手機通話請移至玄關，交談時請降低音量。」，而車安人員則改採自然互動方式進行勸導，維護秩序與旅客感受。此外，內部教育與同理訓練也會加強。
