TPASS 2.0常客優惠回饋金原定每月25日發放，不過受到中央總預算案卡關影響，原本預計今天發放的2月回饋金也將延後，導致旅客連續2個月無法領到回饋金，累計回饋金額約1539萬元。
立法院雖已同意行政院先行動支TPASS等新興計畫預算，但因中央總預算案尚未完成審議，預算執行仍有疑慮。行政院表示，目前仍有高度不確定性，公務員執行上也相當為難，不宜在相關預算執行存疑的情況下動支。
TPASS今年正式列為新興預算，編列75.2億元，如今2月TPASS常客回饋金也將延遲發放，旅客連續2個月無法領取回饋金。
